LIBERTY EXPRESSWAY

Who works a crash on the Liberty Expressway?

The Liberty Expressway is the freeway bypass that carries US-19 and US-82 around downtown Albany. Most of it lies inside the city, so Albany Police usually work crashes there and keep the report. Outside the city limits, a Dougherty County officer, a state trooper or a neighboring sheriff may write it instead.

Maybe it was the evening rush near the Slappey Boulevard exit, or a rainstorm that turned the eastbound lanes into a sheet of water. Maybe a truck was riding your bumper when traffic stopped. Now your car is gone, your shoulder won’t lift, and someone from an insurance company has already called asking you to explain what happened, on the record.

You don’t have to explain anything yet. Kenneth S. Nugent, P.C. has represented injured Georgians since 1980, and our Albany office handles Liberty Expressway crash cases every year. This page covers who has your report, what local crash reports tell us about the expressway, and what changes when a truck or the road itself is part of the story. The first conversation is free, and there’s zero fee unless we win.

Don’t sign anything an insurance company sends you, and don’t give a recorded statement, before you’ve talked with an attorney.

Who has your report after an expressway crash?

Where you crashed on the expressway decides who has your report. Albany Police investigate crashes on the stretches inside the city, and local news has named them as the investigating agency again and again. Past the city limits, look at the card the officer handed you, because a county officer or a trooper may have written it.

The expressway carries several route numbers at once. Signs and reports may call the same stretch US-19, US-82, State Route 3, State Route 300 or State Route 520. If your report lists a route number you don’t recognize, that’s probably why. The street address on the report, such as the 500 or 600 block, is usually the best clue to exactly where you were.

Why does the Liberty Expressway see so many crashes?

The Liberty Expressway is Albany’s bypass and its truck route, so commuters, shoppers and tractor-trailers share the same lanes. Part of it is posted at 65 miles per hour, the older bridges and tight diamond interchanges leave little room for mistakes, and rain brings hydroplaning. Albany Police have named distracted driving and speed in bad weather as common causes.

Crashes reported on the expressway in the last few years show the same patterns over and over:

August 2026Southbound US-19 entranceA two-vehicle wreck struck a parked city safety officer’s vehicleAlbany Police

After the summer 2026 crashes, an Albany Police captain asked drivers to put the phone down, slow down in bad weather and leave more room. That’s good advice. It’s also a reminder that the other driver’s speed, following distance and phone use are often the heart of an expressway claim, and that evidence like phone records and dash camera video doesn’t wait around.

What if the road was part of the problem?

The Liberty Expressway carries US and state routes, so the Georgia Department of Transportation generally maintains it. A claim that the road itself caused your crash, like standing water, a missing sign or a work zone, usually points to the State of Georgia. Georgia generally requires written notice to the state within twelve months.

Work zones add another party. In 2022, the Department of Transportation started a project on the stretch from the Nottingham Way exit to past the Ledo Road connection at Dawson Road, with new bridges and a roundabout near the Albany Mall. When a crash happens in a work zone, the contractor’s lane closures, signs and barriers can matter as much as the other driver.

A notice that goes out late, or to the wrong government, can sink a claim against that government no matter how badly you were hurt. We explain the notice clocks for Albany and Dougherty County, including the state’s, on a separate page.

What changes when a truck is involved?

The Liberty Expressway is a through route for trucks traveling between Columbus and Interstate 75, so tractor-trailers are part of daily traffic. A truck crash usually brings in the driver, the trucking company and its insurer. The company’s driving logs, onboard data and maintenance records can prove what happened, and they should be preserved quickly.

Trucks need far more room to stop than cars, and the expressway’s merges don’t give much. If a tractor-trailer rear-ended you, changed lanes into you or jackknifed in the rain, read about tractor-trailer claims on Albany’s bypass. For a crash between two cars, our page on car wreck claims after an expressway crash walks through what happens next.

What should you do this week?

  1. Get medical care, and keep every discharge paper and bill.
  2. Find the officer’s card or report number, and note which agency it came from.
  3. Write down which direction you were headed, the nearest exit and whether it was raining.
  4. Ask nearby businesses and anyone who stopped about video, and save your own dash camera footage if you have it.
  5. Call 229-490-0914 and talk with the attorneys at our Albany office on Westover Boulevard. Don’t give a recorded statement or sign anything first.

Our Albany office is on North Westover Boulevard. The consultation is free, you pay nothing up front, and there’s zero fee unless we win.

  • Crash report custodian. The agency that keeps the official report, and the one you ask for a copy.
  • Ante litem notice. A written notice you must send to a city, a county or the state before you can sue it. The Latin means “before the lawsuit.”
