A Lilburn address and the City of Lilburn are not always the same place
The 30047 zip code covers far more ground than the city does. Thousands of families with a Lilburn mailing address, a Lilburn school, and a Lilburn sense of where they live are on unincorporated Gwinnett County land. The city limits are an irregular shape drawn over decades of annexation, and they do not follow the roads in any way you could guess from the driver’s seat. Nobody needs to know this, right up to the day of a wreck. Then it decides which police department wrote your report and which government gets a notice letter, on a clock that can be half as long as the one you expected.
Kenneth S. Nugent, P.C. handles Lilburn from our Duluth office, up Pleasant Hill Road and over. Across Georgia we have recovered more than $5 billion for over 300,000 clients in 45 years, from 9 offices, and the older inner ring of Gwinnett has always been a large part of that work. We check the city limit before we do anything else, and it is not a question you have to answer for us.

What we handle for Lilburn families
Car, truck, and motorcycle crashes. Lawrenceville Highway carries most of the city’s traffic and most of its wrecks, and Killian Hill Road, Indian Trail, and Rockbridge Road feed into it. Our Georgia car accident lawyers handle the everyday version of those from the report through the settlement, with a free consultation and zero fee unless we win. When a tractor-trailer is involved, and US-29 carries plenty of them, our truck accident lawyers send a preservation letter to the carrier early, because some fleet records may be overwritten on short retention cycles. Riders on Rockbridge and the roads toward Stone Mountain go to our motorcycle accident lawyers. People hit while walking along a stretch of highway with long gaps between crossings should read what our pedestrian accident lawyers say about those cases, and anyone struck by an impaired driver should see what our drunk driving accident lawyers explain about punitive damages.
Falls, dog bites, and injuries at work. Lilburn’s shopping centers are older than the ones out on the county’s edge, and older parking lots mean uneven asphalt, worn stripes, and drainage that pools where people walk. Our Georgia slip and fall lawyers work out who owned the hazard and how long they knew about it. Dog bites here turn on the Gwinnett Animal Welfare record and the leash ordinance that applies where it happened, which is where our dog bite lawyers begin. And if you were hurt on the job, Georgia workers’ compensation has its own deadlines, its own rules, and its own doctor list. Our workers’ compensation lawyers can tell you which apply to your job before you put your name on anything an employer hands you.
Catastrophic injuries and deaths. Brain and spinal injuries, and wrongful death claims, are staffed differently from the first day, with medical specialists and life care planners brought in early. Our traumatic brain injury lawyers, wrongful death lawyers, and medical malpractice lawyers explain those cases on their own pages, including the affidavit rule that makes a malpractice claim different from every other kind.
Lawrenceville Highway, and why the first week matters here
US-29 through Lilburn is an old commercial highway. Businesses open straight onto it with their own driveways, turn lanes come and go, and the speed does not drop much for any of it. That combination produces a particular kind of crash: someone pulling out of a lot across traffic, someone turning left through a gap that was not there, someone rear-ended behind a car waiting to turn. Fault in those cases often comes down to a few seconds that only a camera saw.
Which is why the first week is the one that counts. The shopping centers, the fuel stations, and many of the small businesses along the highway have cameras aimed at their entrances, and that footage may be overwritten on short retention cycles, sometimes within days. The same is true at the Killian Hill and Indian Trail intersections. Tell us where it happened and we will send preservation requests straight away, before anyone has had to decide whether to keep anything.
One more local wrinkle. If the crash involved a road defect, a signal, or a missing turn lane, the responsible government depends on the road. Lawrenceville Highway and Rockbridge Road carry state route designations through parts of the city, so a road-maintenance claim there is likely a state claim by segment, while the residential streets belong to the city or the county depending on which side of that irregular limit you were on.
Who responded, and where the report lives
Lilburn has its own police department for crashes inside the city limits. Gwinnett County Police work the unincorporated land around and between, which is a great deal of what people call Lilburn. Georgia State Patrol works some of the serious wrecks on US-29. The responding agency is usually the first place to request the report, and the officer’s information card names it along with the report number.
| Where the crash happened | Who usually responds |
|---|---|
| Inside Lilburn city limits (Main St, the downtown blocks, Old Town, city parks) | Lilburn Police Department |
| Unincorporated Gwinnett with a Lilburn mailing address (much of 30047) | Gwinnett County Police Department |
| Lawrenceville Hwy (US-29) and Rockbridge Rd when a trooper responds | Georgia State Patrol |
The deadline depends on which side of that line you were on
Two years is the general rule for filing a Georgia injury lawsuit. When a government caused the harm, a much shorter written notice has to go out first, called an ante litem notice, delivered the way the statute requires. Here is where the city limit question turns into money. A fall on a sidewalk inside the city, or a crash with a city vehicle, runs on a six-month clock against the City of Lilburn. The same thing a block outside the limits is a Gwinnett County claim on a twelve-month clock, sent to a different office. Guessing wrong can end a good case.
| Who caused the harm | Deadline to send notice | Georgia law |
|---|---|---|
| The City of Lilburn (city streets, sidewalks, city vehicles, city parks) | 6 months | O.C.G.A. § 36-33-5 |
| Gwinnett County (county roads and vehicles, the unincorporated areas) | 12 months | O.C.G.A. § 36-11-1 |
| The State of Georgia or GDOT (US-29 Lawrenceville Hwy, Rockbridge Rd by segment) | Generally 12 months, with specific delivery rules | O.C.G.A. § 50-21-26 |
| A private driver or business | 2 years to file suit | O.C.G.A. § 9-3-33 |
Whichever it turns out to be, the lawsuit itself goes to the Gwinnett courthouse in Lawrenceville. Most Lilburn injury suits are filed in the State Court of Gwinnett County, and some go to Superior Court depending on who is being sued. That is a decision we make once we know the parties, not something you need to work out.
Where they take you, and what to keep from the first days
Serious crashes in this part of the county are usually taken to Northside Hospital Gwinnett in Lawrenceville, and some go toward the DeKalb hospitals, which are closer to the Rockbridge side. Keep every discharge sheet and imaging disc, and ask for the responding agency and report number from the paperwork the emergency room kept. If you were treated and released the same day, still see your own doctor within a day or two. Concussion and soft-tissue symptoms often surface after the adrenaline fades, and an adjuster will read a gap in the record as proof nothing was wrong.
