Your address says Norcross. Your crash report might say Gwinnett County
Here is the first thing most people in Norcross do not know: a Norcross mailing address covers a lot more ground than the City of Norcross. The 30071, 30092, and 30093 zip codes stretch for miles across unincorporated Gwinnett, and since Peachtree Corners incorporated in 2012, a good share of what used to be “Norcross” is now a different city entirely. The actual city limits are the old railroad town around Lillian Webb Park and a few miles in each direction.
Why that matters to you: if your crash happened on Buford Highway near the historic downtown, Norcross Police likely worked it and the city’s six-month notice rule applies to any claim against the city. If it happened two miles east on Beaver Ruin Road, Gwinnett County Police probably worked it and the county rules apply instead. Same address on your license, two different sets of deadlines.
Kenneth S. Nugent, P.C. has handled Norcross cases from our Duluth office on Pleasant Hill Road for more than twenty-five years, and sorting out that boundary question is the first thing we do. Across Georgia we’ve recovered more than $5 billion for over 300,000 clients in 45 years, from 9 offices.

Where Norcross crashes happen
Norcross sits on two of the busiest surface roads in Gwinnett, Buford Highway and Jimmy Carter Boulevard, and on I-85 between exits 99 and 101. Add Beaver Ruin Road, Holcomb Bridge Road, and the south end of Peachtree Industrial, and you have a grid where almost every intersection is a five-lane crossing with a turn lane. Our Georgia car accident lawyers handle these cases from the first call: the report, the medical bills, the adjuster, and the claim. Free consultation, available 24 hours a day, no fee unless we win.
Jimmy Carter Boulevard is where the tractor-trailers come off I-85 for the warehouses and truck yards along the corridor, and the Buford Highway commercial strip runs box trucks and delivery vans all day. A crash with a commercial vehicle is a different case: there is a company behind the driver, and some of the company’s records, like electronic logs and dash camera footage, may be overwritten on short retention cycles. Our truck accident lawyers send a preservation letter early for that reason.
Buford Highway is also one of the most dangerous roads in metro Atlanta for people on foot, with long gaps between crosswalks and bus stops on the far side of seven lanes. If you were hit while walking or riding, our pedestrian accident lawyers and bicycle accident lawyers start from the fact that Georgia law does not make a missing crosswalk or a missing helmet the end of your case. Motorcycle crashes on Holcomb Bridge and Peachtree Industrial go to our motorcycle accident lawyers, and if the other driver was impaired, our drunk driving accident lawyers can explain why Georgia does not cap punitive damages in those cases.
Who responded, and where to request the crash report
The agency that came to the scene is usually the first place to request the report, and in Norcross that depends on which side of the city line you were on and whether you were on the interstate. Look at the top of the exchange-of-information card the officer handed you. It names the department.
| Where the crash happened | Who usually responds |
|---|---|
| Inside Norcross city limits (downtown, Buford Hwy near Holcomb Bridge) | Norcross Police Department |
| Unincorporated Gwinnett with a Norcross address (Beaver Ruin, most of Jimmy Carter Blvd) | Gwinnett County Police Department |
| Inside Peachtree Corners (west of Peachtree Industrial around Technology Parkway) | Peachtree Corners is policed by Gwinnett County Police |
| I-85 and the ramps | Georgia State Patrol, sometimes Gwinnett County Police |
Many Norcross injury lawsuits end up in the Gwinnett County courts at the Justice and Administration Center in Lawrenceville, most often the State Court, which handles civil cases like personal injury. The right court depends on who the defendant is and where they can be sued, so we make that call once we know the parties. A traffic citation from the crash is a separate matter in the Municipal Court of Norcross or the Gwinnett Recorder’s Court, and its outcome does not decide your injury claim.
How long do you have to file a claim in Norcross?
Most Georgia injury claims must be filed within two years of the crash. But if a city, county, or state agency was responsible, whether a government vehicle hit you or a government-maintained road caused the crash, you must send a formal written notice long before that. The notice is called an ante litem notice, Latin for “before the lawsuit,” and missing it ends the claim no matter how badly you were hurt.
| Who caused the harm | Deadline to send notice | Georgia law |
|---|---|---|
| The City of Norcross (or Peachtree Corners, Duluth) | 6 months | O.C.G.A. § 36-33-5 |
| Gwinnett County | 12 months | O.C.G.A. § 36-11-1 |
| The State of Georgia or GDOT (I-85, Buford Hwy, Jimmy Carter Blvd, Peachtree Industrial) | Generally 12 months, with specific delivery rules | O.C.G.A. § 50-21-26 |
| A private driver or business | 2 years to file suit | O.C.G.A. § 9-3-33 |
This is where the address problem bites. People with a Norcross address assume the city is the government involved, send the letter to City Hall, and find out a year later that the crash was on county land and the county never got notice. Or the reverse: the crash was inside the city, and the six-month window closed while they were waiting to hear back from an adjuster. We figure out which government it was in the first week, and we send the notice to the right one, the right way.
Other injuries we handle in Norcross
Falls on someone else’s property. The strip centers along Buford Highway and Jimmy Carter turn over tenants constantly, and the parking lots, sidewalks, and stairwells between them often belong to a landlord who is nowhere nearby. Add the older garden-style apartment communities along Beaver Ruin and Singleton Road, where broken stairs and dark walkways go unfixed for months. Our Georgia slip and fall lawyers find out who actually owned the hazard and what they knew about it. No fee unless we win.
Dog bites. Georgia is not a strict liability state, so whether the dog was loose in violation of the Gwinnett County animal ordinance, or a Norcross city ordinance, can decide the case. Our dog bite lawyers pull the animal control record and the ordinance that applies to where the bite happened.
Hurt at work. Norcross has more warehouse, light industrial, and logistics jobs than almost anywhere else in Gwinnett, along Jimmy Carter, Peachtree Industrial, and the rail corridor. If you were hurt on one of those floors, or on a job site, our workers’ compensation lawyers can tell you whether you have a workers’ comp claim, an injury claim against a third party, or both. They are not the same thing and they do not cancel each other out.
Serious injuries and wrongful death. Brain injuries, spinal injuries, and deaths are handled by a smaller team with medical specialists and life care planners brought in early, because the value of those cases is set by what the future costs. Our traumatic brain injury lawyers, wrongful death lawyers, and medical malpractice lawyers each explain how those cases work on their own pages.
The first 48 hours after a Norcross crash
Before anything gets repaired, repainted, or rained on, save the exact location. Drop a pin on your phone at the spot, not the nearest business. On Buford Highway and Jimmy Carter the city line and the state route overlap, and the pin is what tells us which government maintains that stretch and which police department has the report.
Photograph the lane you were in, the signal or sign that controlled it, the debris field, and any skid marks, then turn around and photograph the same scene from the other driver’s direction. Get the names of the businesses at the corner, because their cameras usually overwrite within days and a request has to go out fast. Get seen by a doctor within a day or two even if you feel mostly fine. An insurance company reads a gap in treatment as proof you were not hurt.
Then call us. Not because we want to hurry you, but because the six-month clock and the camera-footage clock both started the moment it happened, and neither one of them is waiting on you to feel better.
