No city hall, no city police

Evans is a big, busy place, and a lot of people assume it’s a city. It isn’t. Evans has no city government and no city police department. It’s an unincorporated part of Columbia County, so almost everything about a crash here runs through the county instead. If you’re reading this after a wreck on Washington Road or Belair Road, that detail matters more than it sounds.

Here’s what the county part means in practice. The Columbia County Sheriff’s Office usually writes the crash report. A claim against local government is usually a county claim, not a city one. And since July 2021, Columbia County has had its own court system, separate from Augusta’s. None of that is obvious from an Evans mailing address.

Who has your crash report in Evans?

In Evans, the Columbia County Sheriff’s Office usually writes the crash report, because Evans is unincorporated and has no police department of its own. The Georgia State Patrol works some crashes on I-20 and state routes. If the wreck happened across the line in Augusta, the Richmond County Sheriff’s Office generally has it.

People sometimes call Grovetown or Augusta police after an Evans wreck and get sent somewhere else. Grovetown has its own public safety department, but it covers Grovetown. Augusta hasn’t had a city police department since the city and county merged in 1996. For most of Evans, the sheriff is the answer.

If you’d like to request the report yourself, the sheriff’s office takes open records requests online and in person, including at its Evans location on Ronald Reagan Drive, and it asks for a short Statement of Need form. You don’t have to do any of that. Tell us the road and the nearest cross street, and we’ll get the report for you. How long do you have to file a claim in Evans?

Most Georgia injury claims must be filed within two years. When a government is involved, you usually have to send written notice first. Because Evans isn’t a city, a claim against local government here is generally a Columbia County claim, and the county deadline is generally twelve months. The state generally allows twelve months too.

That written notice is called an ante litem notice. It’s Latin for “before the suit,” and in plain terms it’s a letter you have to send the government before you’re allowed to sue it. Send it late, and you can lose the claim against that government no matter how badly you were hurt.

Here’s the trap. Plenty of people in Evans hear “twelve months” and relax. But if the crash involved a Grovetown or Augusta vehicle, even on an Evans road, a six-month city clock can apply instead. When there’s any doubt about which one you’re on, we plan around the shorter one.

Most serious Evans crashes happen on a handful of busy roads: Washington Road through the shopping corridor, Columbia Road, Belair Road and Jimmie Dyess Parkway near I-20, and William Few Parkway.
